Ministry of Environment — Building Envelope Remediation

Spectrum Painting & Restorations Ltd. acted as Prime Contractor delivering a comprehensive building envelope renewal program for the Ministry of Environment building in Nanaimo, working to engineered retrofit details provided by Spratt Emanuel Engineering. Rather than localized repairs, the project involved complete removal and reconstruction of the building envelope — full demolition of existing stucco cladding, retrofit and reconstruction of exterior wall assemblies, and installation of new envelope systems including weather barrier components and finishes. The work demanded careful attention to air barrier and water barrier continuity, proper integration of flashing, sealants, and drainage components, and full envelope continuity across all transitions and penetrations. As Prime Contractor, Spectrum coordinated all envelope-related trades and executed demolition, preparation, and reconstruction in controlled, phased stages under ongoing consultant review, delivering a complete building envelope solution focused on long-term performance.

Scope

• Full demolition and removal of existing stucco cladding systems
• Retrofit and reconstruction of exterior wall assemblies
• Installation of new building envelope systems, including weather barrier components and finishes
• Application of new stucco cladding systems in accordance with engineered details
• Sealant installation and integration at all penetrations, joints, and transitions
• Coordination of all trades associated with the envelope scope (Prime Contractor role)
• QA/QC including substrate verification, air/moisture barrier and cladding monitoring, and ongoing consultant review
